How should overlapping or stale Cybatar public content be consolidated without losing useful authority?

Direct answer

Keep one primary page for each material intent. When two pages answer substantially the same question for the same audience, choose the stronger canonical, merge unique evidence into it, update internal links and sitemaps, and permanently redirect the retired URL only after the replacement is verified. Do not use robots.txt or noindex as a substitute for canonical consolidation.
